INTERNATIONAL CLASSIFICATION SYSTEM (ICS)

"ICS is a GO"

After many months of work by some very

dedicated people the ICS has been launched.

Allow me to give you the following summary

of the system...

- ICS is voluntary but will require all

participating shooters to be current members

of their home Region and to have an

"IPSC Alias".

- ICS provides the mechanism to classify all

participating IPSC shooters in the World.

- Currently there are 74 approved stages.

They may be shot individually or as part

of a match.

- ICS is a dynamic system. Classifications

will move up and down based on the shooters

performance records.

- Classification records are calculated by

Division.

- Individual records are calculated by

comparing a shooters stage hit factor to

the highest hit factors for that stage in

that Division.

- As the database develops and the best

shooters record their scores, the class

percentages will change to reflect better

hit factors at the top.

- A shooter can achieve initial Classification

with 4 scores. ICS will be based on the average

of the best 4 scores of the most recent 8

classification results.

- In order to maintain their Classification,

shooters must keep current IPSC membership

and submit scores for a minimum of two

Classification Stages or one approved

Classification Match each calendar year.

- Shooters will be removed from the system

at the end of the second consecutive year

where no scores are submitted.

- A fee will be collected by the club or match

organizers for each shooter wishing to submit

scores. If a club puts on 1-4 stages (maximum)

either in a match or simply as a classification

event, the fee is $3 per shooter. If more than

4 records are submitted, the fee will be $6 per

shooter.

- Alias Look-up is available on-line to allow

shooters to look-up their ICS results and world

ranking using their alias.

Remember, everyone must have their IPSC Alias

recorded at IPSC Headquarters before they can

register to have their scores entered.

If you have already registered an alias and

have competed in any of the following matches;

2000 Pan-American Championship

2001 American Handgunner Postal Match

2001 European Championship

then you can look up your standings to date.

If you have an alias and have competed in Open

or Standard Division in any of the above three

matches and do not find your standings please

contact us at ics@ipsc.org and we will try to

update our records accordingly.

WinMSS UPDATE

"Windows Match Scoring System"

------------------------------

The new program is a user-friendly Windows

based MSS scoring system. Version 1 will

score IPSC matches for Comstock and

Virginia Count Standards. Version 2 will

score the above plus HFx which will be

for evaluation only, and by summer, Version 3

will allow for multiple computer input.

And much, much, more..

WinMSS will be available to download from

the IPSC site at the end of this month.

FIREARM IMPORT PERMITS FOR THE USA

"Form 6"

The US Administration (BATF) published proposed

rules changes that will require non-immigrant

aliens to get an import permit to bring a

firearm into the United States. The new rules

have gone into effect February 19.

I previously reported that this new permit

which takes 6 - 12 weeks to process will be

good for 12 months. This is true but it is

for a single entry ONLY. Which means every

time you enter the USA with a firearm you

will require a new Form 6.

I met with the head of the BATF Firearms

Program Division and expressed our concerns

with the single entry aspect. We feel that

the 12 month import permit should allow

multiple entries. Our discussions continue...

IPSC CHALLENGE

"ShootFest!"

------------

The 2002 IPSC Challenge has been rescheduled

for Wednesday through Saturday, July 24 - 27.

18 stages, 360 rounds and will be back-to-back

with the USPSA "Factory Gun National

Championship" which runs Saturday through

Tuesday, July 20 - 23.

The Challenge is a new kind of match. It will

combine six disciplines (think Three-Gun

Championship on steroids) - Open, Standard,

Production, Revolver, Rifle, and Shotgun -

three stages fired in each discipline; one

short, one medium, one long.

Shooters may shoot their own guns and ammo

in Open and Standard (rentals will also be

available). Firearms and ammo for the other

four disciplines will be provided by Match

sponsors.

Discipline scores will be combined to

determine overall aggregate winners (similar

to procedures for previous 3-Gun matches),

to crown the first All-Division "IPSC GRAND

MASTER" - the best all-round IPSC shooter

in the world!

Also Six-person State Team Competition for

combined Division Team Awards will be

recognized. Each team member will post a

team score for only one discipline, selected

at registration. All team members compete

in all disciplines but only their pre-

registered individual discipline score will

count toward the Team Results. More

NSSF/NRA STRATEGIC PLANNING CONFERENCE

"Environmental Stewardship"

--------------------------

IPSC attended the second NSSF/NRA Shooting

Range Conference which is developing strategic

plans to meet the future needs of our shooting

facilities.

Once finalized, I will have a full report for

Regional Directors and provide the Strategic

Plan's Vision Statement and Statement of

Principles. We recognize the importance of

good environmental stewardship and in helping

our shooting facilities to manage future

environmental concerns in a responsible manner.

Hmm, ICS hört sich ja sehr interessant an, wird in good old Europe aber doch wohl lokales Ranking sein müßen(was ja auch nicht schlimm ist).
