The law actually makes sense. You would not own a firearm (handgun) if you had not already passed a background check. Applying for a CCP in most states is just the same background check, again. So what's the point? When you purchase a handgun, the "concealed carry" should be part of the purchase. If your a criminal, non of that means anything to them anyway.
